LACCEI Alliance Roundtable
Wednesday, July 16, 2025. 2 PM – 3:30 PM (2 PM CST Mex. City/4 PM EST/1 PM PST)
The Latin and Caribbean Consortium of Engineering Institutions (LACCEI) is a member of the Organization of American States (OAS), and has worked to develop alliances with other science and engineering societies across the western hemisphere, and around the world. This year, there is particular outreach to MSIs and other universities, agencies, and organizations to join in efforts to collaborate and unite across borders. LACCEI offers the value of its network, for the purposes of research and project collaboration, opportunities for double and triple degrees, academic exchanges, and facilitation of respectful global engagement amongst engineers and scientists across regions.
- Convener: Dr. Renetta Tull, President, LACCEI; Vice Chancellor for Inclusive Excellence and Adj. Professor, Electrical and Computer Engineering – University of California, Davis
- Co-Developer & Co-Chair: Dr. Trina Fletcher, Assoc. Dean, School of Arts and Sciences; Associate Professor, Engineering and ITMAE; Director, READi Lab – University of Arkansas at Pine Bluff
- Co-Developer & Co-Chair: Dr. Chris Carr, Assoc. Dean for outreach, student success, and engagement; deputy Title IX Coord., Prof. of the Practice – George Mason University College of Engineering and Computing (CEC)

- Welcome & Introductions – Dr. Renetta Garrison Tull, President of LACCEI 2025:
- The Global Distribution of STEM Graduates: Which Countries Lead the Way? (Oliss, McFaul, & Riddick, 2023)
- Short Presentations:
- Dr. Trina Fletcher: From Programs to Partnerships: Establishing, Sustaining and Strengthening Alliances with HBCUs and MSIs. This presentation explores the historical foundations of HBCUs and their role in advancing engineering education, providing context for both past and present information related to the people and programs they offer. Leveraging insights from national grants and publications focused on broadening participation, the session introduces the 5R framework—Reach, Relationships, Respect, Resources, and Reflection—as a practical model for establishing, sustaining, and strengthening partnerships with HBCUs and MSIs. Participants will gain an overview of data, programs, and initiatives, along with strategies for fostering alliances that are both intentional and sustainable.
- Dr. Chris Carr: “Engineering Justice: Why HBCUs and MSIs Hold the Keys to Global Leadership in an Era of Technological Transformation”. As engineering leaders increasingly shape global policy—with one-third of top-performing CEOs holding engineering degrees—this presentation argues that HBCUs and MSIs are uniquely positioned to lead the transformation of engineering education through their historical commitment to justice-oriented thinking and community engagement. Black and Latin communities must unite across borders through networks like LACCEI to ensure our voices shape the technologies that will define our futures, as we cannot afford to wait for recognition while the window for influence rapidly closes.
- Dr. Geraldine Gooding – “Partnering to support the Engineering Community” – Dr. Gooding is the Director for Outreach and Engineering Education for the American Society of Mechanical Engineers (ASME).
- Roundtable Discussion: How can LACCEI work with your organization/university to provide the best experience for your students and stakeholders? Utilize the LACCEI “Global Gateway.”
- Hispanic Association of Colleges and Universities (HACU) – Dr. Pamela Garza, Director, Global Engagement (virtual)
- Prairie View University – Dr. Christina Hastings, Assistant to the Dean of Engineering (virtual)
- Howard University – Dr. Kimberly Jones, Dean of Engineering (virtual)
- Questions from the audience (in-person and virtual).
All are invited to continue engagement with LACCEI: LEIRD 2025 – Cartagena, Colombia. LEIRD 2025. December 1-3, 2025.
