Abstract
This research addresses the problem of delays in the delivery of public building projects, identifying the inadequate selection of contractors as one of its main causes. In this sense, the implementation of the Choosing By Advantages (CBA) tool is carried out to optimize the selection of contractors in public building projects. In this way, compliance with project deadlines can be guaranteed. Through a case study, the evaluation of various companies was carried out using the CBA tool. This allowed an objective and comprehensive evaluation to be carried out, since factors such as financial capacity, previous experience in similar projects, experience of technical personnel, engineering capacity and incident record were considered. These factors are the product of the literature review. The results show that company C obtained a score of 230 points in the cost vs benefit analysis; Therefore, it is the best option to guarantee compliance with the deadlines of the project taken as a case study. Validation using the Expert Judgment tool revealed high satisfaction and importance for the application of CBA in public buildings. Likewise, the results of the CBA method were validated with the Paramount Decisions tool, where the hierarchical order obtained using the CBA tool is verified. That is, company C is the winner. In conclusion, the effectiveness and viability of the Choosing By Advantages (CBA) tool for the selection of contractors in future projects in the public sector was demonstrated
