Impact of Antidumping Measures on Chinese Textile Imports in Peru, 2021–2024 (#1488)

Abstract

This research aimed to analyze the impact of anti-dumping measures on Peruvian imports of polyester fabrics originating from China during the period 2021-2024, focusing on two national subheadings affected by Resolution No. 006-2023/CDB-INDECOPI. The study is basic in type, with a quantitative approach, descriptive scope, and non-experimental cross-sectional design. The population comprised import records from SUNAT corresponding to the subheadings under investigation. The results reveal a differentiated impact: while one subheading experienced a significant contraction in its imports subject to anti-dumping duties, the other showed exceptional growth, demonstrating a clear effect of trade diversion towards categories not directly affected. Likewise, it was confirmed that the anti-dumping duties were partially transferred to import unit prices. The importance of this study lies in providing empirical evi dence on the effectiveness and limitations of anti-dumping measures in the Peruvian textile sector. It concludes by recommending continuous monitoring of imports, diversification of suppliers, strengthening of local industry, periodic review of trade policies, and promotion of the competitiveness of the national textile sector.
