Abstract

Abstract– Micro, small and medium-sized enterprises (MSMEs) contribute 60% of the Gross Domestic Product (GDP) and generate 70% of the jobs in the country. The objective of this study was to propose the design of a Human Resource Management System (HRMS) for a medium-sized bakery, using the Action Research methodology, in order to involve all stakeholders from the conception to the implementation of the system. Interviews were conducted with the general manager and human resources experts, as well as employee surveys to identify gaps in human resource management, training and compliance. The results showed the need to create a human resources department, with processes for recruitment, selection and training of personnel. It has formal performance evaluations that allow for the promotion and motivation of employees. A four-phase HRMS was designed, the impact of which depends on the implementation and monitoring of the proposal. The use of Action Research allowed the design of strategic solutions, tailor-made for this company, however, this proposal will have to be implemented and monitored during its execution.
