Abstract

The objective of this research is to propose the start of an effective Smart City in Peru using ISO normative indicators. This approach requires addressing several priority strategic aspects, adapting to the particular characteristics of each city, such as cultural diversity, socioeconomic challenges, available resources and differences in urban infrastructure. This study focuses on analyzing urban transformations and seeks to improve the quality of life in the Breña district. A change has been identified from the implementation of Information and Communication Technologies (ICT) to optimize efficiency in cities towards a more comprehensive vision, which places emphasis on the needs and well-being of citizens. The integration of advanced communication and information technologies can improve quality of life, optimize resource management and promote the sustainability of public services.
