Abstract

The Social Technological Development Project (PDTS) is an instrument of the Argentine National Scientific and Technological System for the recognition and assessment of technological development activities with a social impact. As established by Law 25,467 on Science, Technology and Innovation (2001), the evaluation of scientific and technological activity constitutes a permanent obligation of the State. Despite this obligation, the regulations and instruments defined to date do not advance guidelines for the ex post evaluation of PDTS and there are no official ad hoc instruments defined for the evaluation of scientific-technological researchers involved in this type of project. This article presents a proposal for an ex post PDTS Evaluation System developed taking into account the particular characteristics of the instrument, its purposes, actors and expectations (aspects that constitute the local theory that supports the System) and the guidelines established by law. The System is made up of a series of dimensions and indicators that must be weighed in order to conclude on: (a) the PDTS status of a project (technical purpose); and (b) the degree of satisfaction of its purpose (political purpose).
