Abstract
The analysis of the results of the economic impact of two universities in developed countries motivated reflection on the role of products and research conducted for the development of nations. This problem is analyzed for Peru, which begins with a review of the objectives and investment estimates in the Public Investment Policy in Science, Technology, and Innovation, 2012. To appreciate the results of the implementation of this policy, a series of indicators are reviewed, which unfortunately do not show improvements except for the human development index. This problem is strengthened by the poor positioning of Peruvian universities in the ranking of the top 200 in Latin America, and in order to improve the how, the results of research, the implementation of the Problem/Solution/Product/Project (P/S/P/P) model is proposed.
