Jose Carlos Quadrado is a full professor with tenure of the Instituto Superior de Engenharia de Lisboa (ISEL), Portugal. Currently he holds the position of President of ISEL since 2006. ISEL (1852) is one of the leading and the oldest reference-engineering institute in Portugal. He has a BSc in Energy and Power Systems, a diploma degree in Electrical Engineering, Automation and Industrial Electronics from ISEL, a MSc and a Doctor degree in Electrical Engineering and Computers from Lisbon Technical University. He also holds the Habilitation degree (Aggregation) in Electrical Engineering from Beira Interior University. Holds the position of President-elect of the International Federation of Engineering Education Societies (IFEES) and the position of immediate-past president of the Ibero-American Engineering Education Association (ASIBEI), and he is also the vice-President of the European Society for Engineering Education (SEFI). He leads the Portuguese Observatory on European and Latin-American University management strategy best practices (TELESCOPI Portugal) and the national association of engineering rectors and deans (APDI2E).

Vanya Veronica Roca Urioste, PhD
Director of Academic and Social of Resonsibility Council of UPSA, Bolivia
Vanya Roca Urioste currently is a professor, the Academic Director and the Social responsibility director of the Universidad Privada Santa Cruz de la Sierra (UPSA), she also holds the position of member of the Vice-rectors network of CINDA and leads the Bolivian Observatory on University Strategic Management (TELESCOPI Bolivia). She acts as an international consultant in higher education. She has a BSc in Communication Studies and a MBA from UPSA, she also has a specialization in University Management from the Institute for University Management and Leadership (IGLU), under the Inter- American Organization for Higher Education (OUI-IOHE)), and a second specialization in Administration Management from the Harvard Institute for International Development. Her Ph.D is in Higher Education from the Universidad San Francisco Xavier de Chuquisaca. With over 20 years of experience in higher education management she has participated in the MERCOSUR evaluation and accreditation committee with special focus on the engineering degrees accreditation. She also served has Bolivian Ministry of Higher Education adviser and is currently advisor of the Bolivian National Sciences Academy.


TELESCOPI is a global organization of trained experts in Academic Strategic Planning. Two of its leaders will present a special workshop designed especially for Deans of Engineering on Strategic Planning and Strategy Building.
